Accessibility Compliance Representative As defined in Administrative Rule R2-18-101 is the budget unit’s designated representative for Section 508 compliance matters to receive, investigate and process complaints that allege the budget unit’s failure to comply with accessibility standards. Accessibility Standards As defined in Administrative Rule R2-18-101 means the statewide accessibility standards adopted by the Department to address compliance with Section 508 in developing, procuring, maintaining or using electronic or information technology. R2-18-101
Advisory Member For the purposes of A.R.S. § 18-121, means a member who gives advice to the other members of the Committee at Committee meetings but who is not eligible to vote and is not a member for purposes of determining whether a quorum is present. ARS 18-121
Appeal As defined in Administrative Rule R2-18-101 means a written request filed with the Information Technology Authorization Committee (ITAC) by a budget unit challenging a decision by the Arizona Department of Administration to reject the budget unit’s proposed IT Plan or project. R2-18-101
Budget Unit (BU) As defined in A.R.S. § 18-101. 1 means a department, commission, board, institution or other agency of the state receiving, expending or disbursing state funds or incurring obligations of the state including the Arizona Board of Regents but excluding the universities under the jurisdiction of the Arizona Board of Regents, the community college districts and the legislative or judicial branches. Certificate As defined in A.R.S. § 18-106. F 1 means a computer-based record that is contained in a document with a digital signature and that identifies the subscriber, contains the subscriber's public key and is digitally signed by the entity issuing the certificate. ARS 18-106. F 1
Chief Information Officer (CIO) Established pursuant to A.R.S. § 18-103. ARS 18-103
Committee As defined in A.R.S. § 18-101 2. means the Information Technology Authorization Committee. ARS 18-101 2.
Comparable Access Administrative Rule R2-18-101 defines comparable access as alternative means of access that allows the individual to use the information and data in accordance with applicable state and federal laws such as Title I and Title II of the Americans with Disabilities Act and Section 504 of the Rehabilitation Act. Director As defined in A.R.S. § 18-101. 4 means the director of the department. ARS 18-101. 4

Disaster Recovery As defined in A.R.S. § 18-101. 5 means the measures required to mitigate the loss of information technology capability. ARS 18-101. 5
Electronic and Digital Signatures As defined in A.R.S. § 18-106. F 2 means a type of electronic signature. As defined in A.R.S. § 18-106. F 3 either: (a) Means an electronic or digital method of identification that complies with the requirements of this section and that is executed or adopted by a person with the intent to be bound by or to authenticate a record. Electronic or Information Technology As defined in A.R.S. § 18-131 2 means all electronic information processing hardware and software, including telecommunications and any electronic information equipment or interconnected system that is used in acquiring, storing, manipulating, managing, moving, controlling, displaying, switching, interchanging, transmitting and receiving data or information, including audio, graphics and text. Entity issuing the certificate As defined in A.R.S. § 18-106. F 4 means a person that creates and issues a certificate and notifies the subscriber listed in the certificate of the contents of the certificate. ARS 18-106. F 4
Expenditure and Activity Report As defined in Administrative Rule R2-18-101 means a standard project status summary that is used by a budget unit to report progress and costs on IT projects. R2-18-101
Independent Third Party Contract with pursuant to A.R.S. § 18-104 A. 1 (g) for review of and guidance on the technology approach, scope, estimated cost, timeline for completion and overall feasibility of the project. ARS 18-104 A. 1 (g)
Information Technology (IT) As defined in A.R.S. § 18-101 6. means all computerized and auxiliary automated information processing, telecommunications and related technology, including hardware, software, vendor support and related services, equipment and projects. ARS 18-101. 6
Information Technology Plan or IT Plan As defined in Administrative Rule R2-18-101 and as used in A.R.S. Title 18, Chapter 1, means a documented strategy for information technology resources and practices to support business direction over a specific period of time. Further, pursuant to A.R.S. § 18-104 A. 1 (f) includes quality assurance plans and disaster recovery plans. ARS 18-104 A. 1 (f); R2-18-101
Information Technology Project or IT Project As defined in Administrative Rule R2-18-101 and as used in A.R.S. Title 18, Chapter 1, means a series of activities, events, and investments to develop and implement a new or enhanced IT over a prescribed period of time. R2-18-101
ITAC As defined in Administrative Rule R2-18-101 means Information Technology Authorization Committee established under A.R.S. § 18-121. ARS 18-121; R2-18-101
Major information technology project As defined in Administrative Rule R2-18-101 and as used in A.R.S. Title 18, Chapter 1, means an IT project that has total costs greater than $1 million. ARS 18-104 A 4; R2-18-101
Person As defined in A.R.S. § 18-106. F 5 means a human being or an organization capable of signing a document, either legally or as a matter of fact. ARS 18-106 F 5
PIJ As defined in Administrative Rule R2-18-101 means project investment justification. R2-18-101
PIJ Template As defined in Administrative Rule R2-18-101 means a standard set of forms and reporting formats to be prepared by a budget unit and submitted to the Department to describe an IT project and to identify resources, technologies, benefits, costs, goals, risks, financials, and other key factors to establish a specific milestones for development and implementation of the project. Private Key As defined in A.R.S. § 18-106. F 6 means the key of a key pair that is used to create a digital signature. ARS 18-106 F 6
Public Key As defined in A.R.S. § 18-106. F 7 means the key of a key pair that is used to verify a digital signature. ARS 18-106 F 7
Quality Assurance As defined in Administrative Rule R2-18-101 and as used in A.R.S. Title 18, Chapter 1, means a budget unit’s process of evaluating IT goals, objectives, and activities to promote successful implementation. R2-18-101
Record As defined in A.R.S. § 18-106 F 8 means information that is inscribed in a tangible medium or that is stored in an electronic or other medium and that is retrievable in a physically perceivable form. Record includes electronic records and printed, typewritten and tangible records. ARS 18-106 F 8
Section 508 As defined in Administrative Rule R2-18-101 means Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d), as amended. R2-18-101
Standards As defined in Administrative Rule R2-18-101 and as used in A.R.S. Title 18, Chapter 1, means requirements associated with development, maintenance, use, and access to IT based on generalized industry benchmarks and best practices. R2-18-101
Statewide Chief Information Security Officer (CISO) Established through A.R.S. § 18-105 B and manage the statewide information security and privacy office (SISPO). ARS 18-105 B.
Statewide Information Security and Privacy Office (SISPO) Established through A.R.S. § 18-105 A and shall serve as the strategic planning, facilitation and coordination office for information technology security in this state (or the State of Arizona). ARS 18-105 A.
Subscriber As defined in A.R.S. § 18-106 F 9 means a person that is the subject listed in a certificate, accepts that certificate and holds a private key that corresponds to a public key listed in that certificate. ARS 18-106 F 9
Telecommunications As defined in Administrative Rule R2-18-101 and as used in A.R.S. § 18-101(6), does not include land mobile radio services. R2-18-101
Temporarily suspend the expenditure of monies As defined in Administrative Rule R2-18-101 and as used in A.R.S. Title 18, Chapter 1, means an order from the Department to a budget unit to immediately cease expenditures of monies and related project activities. R2-18-101
Total costs or Total project costs As defined in Administrative Rule R2-18-101 and as used in A.R.S. Title 18, Chapter 1, means the IT development and implementation costs associated with an information technology project. R2-18-101
