The Arizona Department of Administration is legislatively chartered with evaluating and monitoring IT projects across the State with $25,000 or more in development costs. Once approved by the State CIO or by ITAC, with or without conditions, the Strategic Oversight team is responsible for monitoring the status and progress of the projects, which includes periodic review of expenditure and activity reports provided by ABCs that indicate how project risks, issues, schedule, and costs are being managed. Strategic Oversight provides the following services in this area:
The business case is needed to help decision-makers ensure a proposed IT project or investment has value to the public and the State, and is consistent with approved Strategic IT Plans. In addition to describing project goals and objectives, the business case should establish a specific time period for development, and identify resource requirements, associated technologies, and costs for both the implementation and ongoing operational lifecycle, as well as any risks and issues that may be associated with the project. Strategic Oversight provides the following services in this area:
The Strategic Oversight team assists State Agencies, Boards and Commissions (ABCs) in preparing a business case for all Information Technology (IT) projects and investments of $25,000 or more. A Project Investment Justification (PIJ) form is used to gather information from an ABC in order to explain the project, its benefits, and projected costs. This information allows ADOA-ASET to complete an analysis and evaluation of the project from an enterprise perspective, and assures that the value to the public and risks of the project are addressed.
